I have to clarify that by government involvement, I did not mean big amounts of government spending in this paper. What I meant was policy choices and government agencies that will foster the growth of key sectors in developing countries. Also, in areas such as health and education, equity of government services are as important as efficiency. This equity (of opportunity, not outcome) is a goal that government seeks in addition to efficiency. Thanks for your comments.
